Vietnam's solar energy market has been heavily supported by the government's recent initiatives, such as the National Power Development Master Plan (PDP VII) for 2011-2020, and its vision for 2030. Growth Drivers

Approval of Feed-in-Tariffs (FiT) in Vietnam

FiTs are responsible for much of Vietnam's recent success with solar energy. FiTs stimulate investment in renewable energy by guaranteeing producers a price above the market. FITs also help limit the risks associated with renewable energy production because they typically involve long-term commitments. In April 2020, the Vietnamese government finalized new solar FiTs, 10 months after the previous FiT scheme expired in June 2019. The new tariffs are 10-24% lower than before and remain uniform across areas while differing by type (ground-mounted, floating, and rooftop). The latest judgment stipulates that solar projects must be operational by December 31, 2020, to qualify for the higher FiT rates. As a result of the approval of FiTs, the solar energy market in Vietnam has been growing at a fast pace.

Increasing Electricity Demand

The Vietnamese Energy Ministry predicts that the country will suffer significant power shortages as the development of new power plants lags behind the country's rapidly expanding energy consumption. With increasing industrialization and economic modernization, energy demand is expected to rise by more than 8% each year between 2021 and 2030. The demand for electricity in Vietnam is predicted to rise from 265-278 TWh in 2020 to 572-632 TWh in 2030. Vietnam will need 96,500MW of electricity by 2025, and 129,500MW of electricity by 2030 to meet the rising demand. Thus, Vietnam is majorly focusing on renewable energy sources to meet the future demand for electricity, which has propelled the growth of Vietnam solar energy market.

Restraints

Delays in Projects due to the Complex Regulatory Framework

While Vietnam is expected to face power shortages in the coming years, government restrictions prevent the country from fully utilizing the potential of renewable energy. According to the country's Department of Industry and Trade, nine of the 15 operating solar projects in Ninh Thuan, one of the country's solar power hotspots, are functioning at only 30-60% of their maximum capacity. It is because Vietnam's transmission networks are incapable of handling a surge in renewable energy generation. Following the government's announcement of an enticing incentive rate last year, 91 solar farms began operating in the country, resulting in transmission lines operating at up to 360% of their safe capacity limit. Therefore, complex regulations have hindered the growth of the solar energy market in Vietnam.

Vietnam has seen a decrease in overall energy consumption, disrupted supply chains, and a decline in economic development as a result of the COVID-19 pandemic. As a result of disrupted supply chains and lockdowns, there were delays in projects and a lack of investment during the pandemic. Moreover, due to supply chain problems currently affecting solar cell and module delivery from China, as well as other pandemic-related economic concerns, enterprises faced a difficult time becoming operational.

In 2021, electricity generation accounted for the largest share in the Vietnam solar energy market and is expected to grow at a healthy CAGR during the forecast period. The Vietnam energy industry ministry had warned of power shortages between 2021 and 2025, with the most severe deficit of 5 billion kWh in 2023 due to delays in the construction of new thermal and gas-fired facilities.   • In December 2021, Lego announced its plans to develop a new manufacturing unit in Vietnam to keep up with the increased demand for its products in Asia. The toymaker stated that it will invest more than USD 1 billion in the project. The critical fact about this factory is that it will be a zero carbon-neutral factory running on renewable energy, mainly on solar power.

 

  • In October 2021, SkyX Solar, which has roughly 30 MWp of solar projects in operation and is a strategic partner of EDF Renewables, announced its plans to invest over $100 million in the next several years to create 200MWp of rooftop solar and distributed energy solar projects for commercial and industrial customers in Vietnam.
